Oak Harbor skatepark was designed and built by Dreamland skateparks. According to Dreamland's website, the park was completed September 28th, 2009. Unfortunately, the park has yet to open (as of June 2010). Oak Harbor skatepark is located on a military land in the middle of a military housing tract, so think twice about MPs before hopping that fence.
The skatepark has a sick, free-form shaped pool with pool coping, as well as a large, street/flow section. It looks like the design was left open on the north side for future expansion. Oak Harbor skatepark looks to be worth the visit if it ever opens.
